The new electronic toll collection system, Crolibertas, is a strategic project featuring a completely different way of paying tolls. The Crolibertas system will be introduced on all motorways in the Republic of Croatia operated by Hrvatske Autoceste (HAC), Bina Istra, and Autocesta Zagreb–Macelj. It is based on the concept of driving without stopping, in free-flow traffic, allowing users to travel faster, more easily, and more efficiently on motorways.
The Crolibertas toll system is based on multi-lane free flow (MLFF) with a combination of DSRC (dedicated short-range communication, 5.8 GHz – ENC) and ALPR (automatic license plate recognition via cameras).
Both methods allow users to travel in free flow without stopping. Use of the OBU will be mandatory for heavy vehicles (as is the case in Austria and Slovenia). Light vehicle users will have the option to choose between the OBU or license plate recognition.
The new toll collection system also includes mobile monitoring units aimed at reducing and limiting the number of violations. Mobile monitoring vehicles are equipped with antennas, cameras, and computers for detecting and stopping violators
The system exchanges data in real time across the entire motorway network, with the central monitoring and data processing unit located at HAC.
The Croatian motorway and highway network with tolling totals 1,338 km. The new system will be implemented across the entire motorway network in Croatia.
