The Toll Collection Act regulates tolling, establishes the obligation to implement a unified electronic toll collection system in free-flow traffic, and governs the provision of European electronic toll services. Furthermore, it establishes monitoring of the use of motorways and tolled structures, and prescribes liability for violations of the prescribed obligations across the entire motorway network in Croatia.
The Act stipulates that the new toll collection system will be based on two technologies: the use of an on-board unit (OBU) and automatic license plate recognition via cameras. All heavy vehicles will be required to use the on-board unit, while light vehicles up to 3.5 t will have the option to use the on-board unit for electronic tolling or register in the toll system for automatic license plate recognition.
Motorway operators and the competent state authorities will monitor toll payments, with non-payment considered an offense to prevent unauthorized use of the motorways.
The project is allocated €130 million in non-refundable funds. Upon entry into force, the Act repeals the relevant provisions of the Roads Act, and the new system will be fully applied starting 1 March 2027.
The Act was adopted on 24 December 2025.
