On 4 November 2025, work began on the A3 motorway to install the first seven gantries as part of the implementation of the Crolibertas system. The first seven gantries will be installed on the section between Popovača and Novska. Three gantries will be placed directly on the motorway route: Popovača–Kutina, Kutina–Lipovljani, and Lipovljani–Novska, while four gantries will be installed in the motorway entry zones at the locations of the current toll stations: Popovača, Kutina, Lipovljani, and Novska.
The work on gantry construction includes foundation works, assembly of the steel structure (poles and beam), replacement or installation of new crash barriers, electrical and other ancillary works, and will be carried out in multiple phases. During construction, traffic will be managed under temporary traffic regulations, with the emergency lane, and if necessary, one traffic lane closed, depending on the progress of the works. When the beam is being installed, due to crane manoeuvring and space limitations, traffic will be briefly stopped or redirected onto detour routes. These works will be carried out during periods of lower traffic intensity, primarily in the evenings and at night. Temporary traffic regulations are necessary to ensure the safety of both the construction workers and motorway users. Drivers are advised to pay attention to the temporary traffic regulation on these sections, as traffic flow (one or two lanes) may change daily.
The implementation of the Crolibertas system is technically and infrastructurally demanding and includes: the installation of a total of 212 gantries along the motorway network; installation of advanced IT equipment; carrying out civil works on active roads; and setting up back-office data processing centres. In parallel with the installation of gantries and equipment (cameras, antennas), testing will be conducted to ensure the functionality of each component. Once all gantries and associated equipment are installed, comprehensive testing of the entire system at the network level will follow.
SkyToll, the contractor for the new toll collection system, carries out all activities in accordance with the highest technological and safety standards. Some of the equipment, including gantries, guardrails, and a prototype monitoring vehicle, has already been delivered to Croatia and is stored, ready for further distribution and installation.
